Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report published ahead of the late October vote.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query exactly matches the stances of these parties, the study indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the performance of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, implying the runner-up party is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
